I use xen-tools/debootstrap to build slim quick-and-dirty debian xen 
guests.  It has almost nothing in it (less isn't even installed) and it 
comes in at 200MB.  I don't know what you'd be looking at after 
installing ruby, but if you need something quick, it might be a starting 
point.
