The way Steam works is you buy the game, and it's attached to your account.
You can then download it whenever, wherever. But steam has to be running
and logged in for the game to run. You can go to offline mode once you've
logged in at least and downloaded the game so you aren't reliant on your
internet to play your games. Only one computer can be logged in in online
mode at a time.
