Have you looked into ReplayGain [1]? It's pretty well-supported by many music players. I used VorbisGain [2] just a few days ago on some music and it worked really well for me. It writes the normalization metadata as a Vorbis comment, so the normalization is non-destructive (unlike MP3Gain).
