Housing Choice Voucher Mapping Project

 

The Seattle Housing Authority's (SHA) Housing Choice Voucher program
currently provides rent subsidies to approximately 8,000 families.  A goal
of the voucher program is to expand the neighborhood options available to
low income families, and encourage de-concentration of poverty.  

 

SHA would like to know more about the location outcomes of Housing Choice
Voucher recipients in Seattle.  Specifically, SHA would like to map the pre-
and post voucher neighborhood (census tract or zip code) locations of
current voucher recipients, in order to identify: 1) whether participants
are clustered into the same neighborhoods or parts of the city; 2) whether
participants changed neighborhoods after they received a voucher; 3) the
socioeconomic characteristics of and pre-and post voucher neighborhoods; and
4) whether location patterns vary for different groups of program
participants.  

 

SHA will provide the pre- and post-voucher addresses for a sample of current
(2008) voucher participants.  The project would involve geo-coding the
voucher addresses, analyzing the characteristics of voucher neighborhoods
using census or other publicly-available tract- or zip code-level data, and
providing GIS maps of voucher location patterns.  The researcher would be
expected to acquire the census or other neighborhood characteristics data.

 

SHA is offering a $500 stipend for the project.

 

Specific deliverables are:

 

*       A dataset containing the geocoded HCV household data and
neighborhood characteristics for each household (from 2000 Census or other
administrative data for Seattle).   

 

*       Maps of pre- and post voucher location outcomes and electronic
copies of the ArcGIS files.

 

*       A written summary of major findings (i.e., patterns of location
outcomes and variations in outcomes by race/ethnicity, income, household
composition, etc.)   

 

*       A presentation of the major findings to SHA staff.
