Does anyone know how to contend with the error code 0x80004005 when installing a new program?

I downloaded an ArcMap extension (stream profiler from http://www.geomorphtools.org/Tools/StPro/StPro.htm) and followed the steps in their manual to register the .dll file, which is required apparently before ArcMap recognizes it and for me to be able to use it. It requires dragging the .dll file onto the regsvr32.exe icon in the C:\WINDOWS\system32 folder. When I do this, I receive something like "The module was loaded but the call to DllRegisterServer failed with error code 0x80004005. For more information about this problem, search online using the error code as a search term."

Searching online I found that this problem happens with installing programs and relates to Administrator rights. I opened the Command Prompt, Run As Administrator, and typed |regsvr32 jscript.dll. |A window popped up saying the task was successful but I still receive the same error. I still suspect this is an administrator issue, but I'm not sure how to proceed.

Any thoughts would be greatly appreciated,
