Which features are missing in Windows OS?

The features I'm looking for are SIGRTMIN-SIGRTMAX (preferably 128 of
them), reliable delivery as mandated by POSIX and siginfo support for
passing SIGRT values (int, ptr) around.
is that hard to emulate?
