1. mintty is not going to be easily portable. I looked at this and backed off after a few days of tinkering without getting non ASCII characters working (ASCII works). Unless we find a volunteer with a strong background in i18n who's willing to spend a month of work on this its not going to happen 2. Because 1. is so hard the next best thing I can imagine is to just switch the codepage for the Windows console.
