Go to
        http://www.research.att.com/sw/download/

and look for uwin-base and click on this and then click on
        2007-11-05 BASE
to download.   This will give you an executable file that you can
click on to install the uwin base kit.

If you want to do compilation, you will need to also download
the uwin-development package and you will need an underlying C/C++
compiler.

You can use MSVC as the underlying C/C++ compiler or MingW.

and I get a basically empty page. No links on that page. Just the following:

This is with Safari on OS X, I also tried Firefox on XP and IE on XP.
