I just tried and did not have any problem. Here are the instructions.
Go to
http://www.research.att.com/sw/download/
Click on uwin-base from the list of downloads
A page will come up with one choice, 2007-11-05 BASE
Click on this.
It will ask for name and password.
If you have read the license agreemet, it will tell
you the name and password to use. If you enter this
incorrectly, then the license agreement will be popped up.
The name to use is
I accept www.opensource.org/licenses/cpl
The password is
.
