clear. I read the specification, but apparently I misunderstood something.
prefer write: e['PATH_INFO'].encode('latin1').decode() , but this detail :P
totally bother me as solved Unicode in Python 2.x
in Python 3.x is done elegantly

PEP444 is solving many problems. unfortunately it is not finished and no one
implements it.
