I thought about the global options for all tasks Spooler (uwsgi
--spooler-timeout 10 ...).
But this proposal is better :]
Default: timeout=-1 - no time limit.
With these options will be much easier to control job queue. Especially when we
use it often.
Already I notice that some tasks are beginning to dominate Spooler and I stand
on my head to control it.
