Now the rule
route-if = isdir:${DOCUMENT_ROOT}/${REQUEST_URI} 
redirect-permanent:${REQUEST_URI}/

is rejected with:

unable to register route "isdir:${DOCUMENT_ROOT}/${REQUEST_URI} 
redirect-permanent:${REQUEST_URI}/"
