--attach-daemon is still present and it should work exactly as with 1.9.8, if not fill a bug report. --legion--attach-daemon and other options are additional features, they allow to run daemons only on lord node, this is for cases where you can run only single instance of a daemon and you want it to be managed by uWSGI (for example respawned when it dies).
