you are right, on no key-found the fallback procedure is skipped as it is
generally triggered only on connection error.

I have added the --fastrouter-fallback-on-no-key option/flag

unfortuately i do not think it can be added flawlessly to the httprouter too
(eventually it is something for 2.1 branch)

Let me know if it works well for you so i can forward-port it to 2.1
