I have no idea about compensation of President etc, and would be
curious to find out.
On project management, the model we use at work is to contract for the
anticipated needed person-hours per week (quarter-time, half-time,
full-time) and bill on either a flat rate or actuals, depending on the
agreement. Though "a few hours a week" sounds suspiciously like the
the client wants cut-rate PM, which is likely to be about as good as
cut-rate development.

Howdy Folks,
Some interesting questions came up while I am reviewing the salary
survey, and also because I'm mulling a couple of contracts that
require management and looking for rules of thumb. And no, these
contracts are not related to IAI, just something I'm helping a
client/friend with. Also, don't expect any of this to appear on the
2009 salary survey results, which I am diligently working on analyzing
and packaging for your ux-management pleasure.
Here are the questions:
C-level positions are typically compensated on how well they meet or
exceed budget. Is there a rule of thumb on salary as a percent of
revenue for President, COO, etc. or is it more related to how bonus is
calculated?
Also, how would one compensate a consultant who is hired to manage
workflow of an outsourced software development firm, i.e., not as a
production line worker; no hands on development work, just management.
Client is not skilled enough in software development processes to
feel comfortable managing the contract on his own. His assumption is
that you hire an outsource company/worker to save costs, and hire a
manager to guide the outsource firm a few hours a week, so wouldn't
expect to pay fulltime PM salary. Could this be a retainer, up to X
hours a week, after which hourly rates apply? Or would a flat rate be
more appropriate. Contract is anticipated to be 2-3 months.
