Steve,
the oil level with the spring removed and fork fully collapsed for a 98 is
123mm or 4.8in. from the top of the inner fork tube. i don't know if it's
the same for a 99. but before you empty the oil measures the level. the
spring can easily be removed with a coat hanger. hope this helps. others may
have additional comments for you.

I know this has been done to death recently but I
can't find hide nor hair of it. I've checked Paul S's
web site FAQ and archive pages for the info but no
luck.
How can I work out the correct length for the front
fork spring spacers in my '99 max? I am going to fit
Progressive springs this weekend but I don't have any
instructions. I weigh 190lb and ride fairly
aggressively in case this makes a difference. I was
going to try and fit the stock spacers but have been
told they may be too long with the new springs. Any
tips on compressing the springs in order to get the
end caps back on would also be of use. I'm doing this
job alone and only have two hands.
Also how much oil should I put in and what is the
easiest way to measure it? By volume or by level? If
by level do I need to have the springs installed
before I measure? Can I measure from the top of the
fork and if so what is the distance involved?
Preferably in inches.
Lastly, if I remove the forks and turn them upside
down to drain the oil will anything fall out other
than the spacer and spring? If so what and what order
do things need to go back in?
