Stage 1 vs 7

Other than the addition of the replacement plenum for the Vboost and the
crankcase breather, what's the difference between stage 1 and 7 jetting
kits?  Is there a single component or jetting change that causes the
horsepower difference?  Why have I heard of people running stage 7 kits with
operational Vboost?
