Low speed wobble, HELP!

I have a 99 Max.  When ever I bring my 200 lbs. friend along for a ride, and if I am 
under 20 MPH, I have a wobble in my handle bars/front end.  What is the remidy?  Do I 
need a steering stablizer, or would a beefed up sway bar be the answer?
