Steve, I just did this mod on my 98 forks.
  Stock drain bolts from pre 93 max are 4 mm and use an O-ring.(I think)
      so
  I chose to use the anti-tamper screws (Torx T-25) that I had removed
  from the carb diaphragm covers. They are 5 mm dia. and
  I used an O-ring with them. Tap drill size was 4.2 mm (#19)
  Make sure threaded hole is deburred  on inside.
 
  In addition I counter bored that hole with an approximate
  9 mm dia. (.339" Letter drill R) about 2 mm deep to keep
  the O-ring contained.
  CAUTION: Cut the screw to a length of no longer than.375"(9.5mm).
                 Any longer and it could be impacted by a bottomed out
                 fork tube.
This mod works very well.
