Nope, fuel starvation will not necessarily show up as a lean condition. It
exhibits almost exactly the same symptoms you've described. Since it's the
total available volume of fuel at peak demand only that's the problem, not
the mixture of fuel and air, the bike will feel like it's hit a wall at top
fuel requirement (i.e. peak power w/open carbs and heavy load), but not
exhibit lean characteristics.
The spark advance, true, is a much less likely issue, but it's not as
trivial as you imply. See TC's interesting advance experiment at his
website.
