So, for those of us wanting to skip the step of being annoyed by the
infamous blackish blotches, what should we expect to pay for a chrome job on
the pair of scoops.

Nope, clear coat "brings out" any imperfection. I had this same problem
with
my scoops. I finally chromed them.
