If I'm reading the service manual correctly (page 1 supplement), the
E/EC supplement only applies to starting serial numbers
JYA2WEE0*PA035101 (non CA) and JYA2WFC0*PA008101 (CA).  My '93 is the
latter.  I too  had wondered about that line on page 18 "Preventing
over-revolution of the engine".  I can say that one more than one
occasion, I have blown shifts and have momentarily hit 10.5-11K rpm.  I
don't know at what RPM this alleged rev limiting takes place.  I'm not
about to center stand my bike and rev my engine till it limits. 
Although I am interested in finding out where this is supposed to
happen.

The Foreword of each supplement list which supplements, in addition to
itself, are needed to service the bike.  Perhaps a factory rep can be
contacted for clarification.  Although lately, I starting to believe
that this list knows more about the bike than the factory does.
