Thanks for the suggestion, I found a connector in the same harness with the
3-connector plug that was badly corroded.  After cleaning the connector the
charging voltage is now over 14 vdc.  However, I didn't us dielectric grease
on the connection.  I always use DeoxIT D5 for cleaning connectors.  It's a
light spray that improves conductivity, deoxidizes, seals and protects
connectors and contacts.  CAIG Labs. Inc markets the stuff and it's always
worked good for me.
