Thanks for the help from everyone. Heres the process I used to align the camshafts
and install the chains.
        1. Follow all instructions in the shop manual regarding rear, front
sprockets, small holes, big holes, etc.
        2. After aligning the timing marks, I used a 22 mm wrench to turn the cams to
align the dots. Then I used a set of Vice-Grip pliers on each cam shaft to lock it
into place (opposite the side where the screws go in). The curvature of the jaws
against the cylinder head held the setup rigid while I fiddled with the chain and
sprockets and putting in at least one screw. With everything perfectly aligned I
inserted the chain tensioner device before releasing the Vice Grips. It was actually
quite easy one I perfected the method.

Which brings me to another matter. If anyone has a spare chain tensioner I would like
to purchase it. While taking out the center screw I broke one of the flanges on one
of the tensioners. My home number is 803-699-9456 (leave a message if the voice mail
picks up), or work, 803-751-6703. Again thanks to all.
