Ross,
I upgraded my fuse to 30amp, and, installed relays for the low & high beams,
and upgraded the wiring (in case I want to up the bulb wattages later). Try
the 30amp fuses. If you continue to blow them, then I'd say you have a wire
with the insulation chaffed somewhere that is intermittently shorting out.
