Hey Thomas,
How do you know you don't have a float problem? I'm assuming you don't have
a big puddle of gas on the floor, so that rules out loose hose fittings or
leaky hose. Have you pulled off the hoses to check if the pump's putting out
any pressure/volume? It might be a bad pressure switch on the fuel pump or a
bad pump. By guessing a torn diaphragm, I'm assuming you don't mean a torn
carb diaphragm. That shouldn't cause the fuel pump to run on. It'd just mean
that your main jet wouldn't open for that carb.
