My idea was to take a set of handlebars and plug them. Then weld/braze a
fitting boss in two places. Drill, tap. Then pick up a coolant feed either
from the side drain holes of the thermostat bypass. Attached fluid lines to
the handlebars. You could put a small valve to regulate/stop the flow.

Heated handlebars with no electricity.

The simplest solution I have seen was on a Honda Helix scooter. With a few
baffles in the front fairing behind the radiator the cosmetic handlebar
covers become heat ducts.
