[V3dot10] Attempting to load 6576 fails

Attempting to load the all important "Delay is not thread safe" fix into 
3.10-dev fails.

Interestingly in MultiByteFileStream-fileInAnnouncing:
I found:

   self flag: #ThisMethodShouldNotBeThere.    "sd"
   Smalltalk forgetDoIts.
