I glad you discover the Philosophical Stone.
You put the dependency into Sake/Packages for the image that you are
building and it can decide if it needs to load some additional glue
package that provides the missing capability.
But you have the packages now and no glue, if you have the dependencies a la
Monticello and all the url for deal with, only you need CodeLoader, in image
from 1999 long before you and me "found" Squeak.
So is a Chicken and Egg.
The real trouble being?
People sure his solution is universal and unique.

You may want to try Monticello1.5 it doesnt throw up an error if a
package does not load perfectly. It places methods which do not load
into the orphanage.
