New issue 3426 by [email protected]: Redeclaration checking wrong for locally strict functions
http://code.google.com/p/v8/issues/detail?id=3426

In sloppy mode, the (strict) function

  function() {'use strict'; { let a; var a; } }

does not cause a redeclaration error (although it works when the outer scope is strict already).
