As of r22406 we allow embedding of ConsString object into code. Note that
these embedded ConsString objects are still not short-circuited, hence I am
hijacking this issue to now track this last missing piece.
Fix this by:
- Unify short-circuiting to have one single choke point in the GC.
- Adapting RelocInfo visitors (i.e. VisitEmbeddedPointer) to perform
short-circuiting.
