for restoring convenience of standalone builds? Ideally, "make arm.release"
should just do the right thing in these three scenarios:
(1) x86 host, no cross compiler selected -> simulator build
(2) x86 host, CXX is an ARM cross-compiler -> cross-compile build
(3) ARM host -> native build
