New issue 3452 by [email protected]: Update ICU in v8 tree to icu 52 (the
latest used by Chromium/Blink)

ICU in Chromium/Blink tree was updated to icu 52 ( currently at
icu52@277999).
In v8's bleedingedge, it's still icu46@258359, which is not the latest even
in icu46 tree (it's 262949).
Other than this specific issue, a meta question would be how to keep the
version of ICU in v8 tree and chrome tree in sync.
