In the snapshot=off build, the CEntryStub, which embeds the isolate
address, does not have reloc info for the isolate address.
Since we simply serialize and deserialize code stubs, including the
CEntryStub, the isolate is not updated.
In snapshot=on build, the CEntryStub is part of the snapshot and does
contain reloc info for the isolate address, so this does not trigger.
