Currently, v8's internal logger (the one that generates v8.log file), as
well as the Chrome devtools use a sampler that's deeply tangled into v8
code. Also, there's no clear API so that both the logger and the devtools
could make an uniform use of it.
Here's a design documentation with (ongoing) discussion about how we could
extract the sampler functionality into an API:
