New issue 3491 by [email protected]: ReferenceError when using variable in closure, in Object.keys(), in debugger

Simple test case, run this in the console:

    (function() {
        var foo = 1;
        Object.keys({a: 1, a: 2}).forEach(function(k) {
            debugger;
        });
    }());

When stopped in the debugger, the variable `foo` is not available. Running "foo" in the console gives a ReferenceError.

When running this in a webpage, with a console.log instead of `debugger;`, it works fine.
