New issue 3521 by [email protected]: Need 'harmony' in test runner context

At present, tests can be run with the '--harmony' flag by
using '--extra-flags'. However, it is not possible to mark test cases in
the status file as passing/failing based on the presence of that flag.
'harmony' should be elevated to a top-level option for run-test.py, stored
in the context, transferred to network runners, and be available as a
variable in status files to control expected test status.
This is already necessary for current test262 tests, and will become
necessary as additional ES6 tests are added to various suites.
