New issue 3524 by [email protected]: Error on Date parsing when on DST
change

With system Timezone: Europe/Athens
on Chrome Version 36.0.1985.143 and
Chromium Version 37.0.2062.76 Ubuntu 12.04 (289124) (64-bit) console type:
new Date(1980, 3)
Returns:
Mon Mar 31 1980 23:00:00 GMT+0200 (EET)
on Node.js v0.10.30
console.log(new Date(1980, 3))
Returns:
Mon Mar 31 1980 23:00:00 GMT+0200 (EEST)
Both above results are wrong:
http://www.timeanddate.com/time/change/greece/athens?year=1980
DST on 1980 for Europe/Athens happens on 1st of April 00:00 where the clock
advances 1 hour forward so the correct result should be:
Tue Apr 1 1980 01:00:00 GMT+0300 (EEST)
