We currently have code to iterate over external typed array elements
(static bool IterateElements(...) in runtime.cc and its callees), which is
never executed because we only ever iterate over JSArrays (which cannot
have typed elements). We do not have code to iterate over non-external
typed arrays.
Depending on whether ES6 will generalize Array.prototype.concat to iterate
over typed arrays too or not, we should either add the missing pieces to
our implementation, or delete all the dead code.
