New issue 3587 by [email protected]: Object.keys() should no longer throws if passed non-object

It was decided (at some point) that Object.keys() would cast via ToObect(O) rather than throwing a TypeError.

(It would be nice to be able to use Object.keys() / EnumerableOwnNames() in angular.js, even for primitives like strings --- and using a well defined key ordering, rather than sorting by key names)
