Before shipping block scoping, we need to implement the equivalent of ES6's
VarNames list on the global environment, in order to give the correct
redeclaration bugs, and to avoid unnecessary context checks for accesses to
globals.
We probably also need to extend the API with the ability to register
additional global VarNames.
