I don't understand the issue. Those handlers behave like data properties, so obviously the setter shouldn't be called in the prototype chain. You only have to probe for attributes. Putting a handler on the prototype is perfectly valid though, and will get called if the prototype is "hidden". Blink relies on this. Giving a warning or error would be invalid.
