With ICU 52.1 (included in Chrome 38 or later), 'at' is a delimiter between Date and Time in en-US locale. However, v8's intl.* is still using a comma (",").

Long date, short time expected for en_US
Expected:       
"December 26, 2014 at 7:00 PM"
Result:         
"December 26, 2014, 7:00 PM"

d= new Date()
d.toLocaleString("en")
actual: "11/4/2014, 4:10:15 PM"
expected: "11/4/2014 at 4:10:15 PM"
