New issue 3678 by [email protected]: Incorrect timezone information used for
British Standard time for 1970

Consider this expression:
(new Date(0)).toString()
When run in the UK timezone, V8 returns:
"Thu Jan 01 1970 00:00:00 GMT+0000 (BST)"
But at the beginning of 1970, BST was GMT+1 due to the British Standard
Time experiment; see

SpiderMonkey gets this correct and reports:
"Thu Jan 01 1970 01:00:00 GMT+0100 (BST)"
Similarly, in V8:
+(new Date(1970, 0, 1))
returns 0 but SpiderMonkey (again correctly) returns -3600000, because the
provided time is local time, which was one hour off from GMT that year.
