The short-term fix was to build without i18n support, which I don't need in
my project anyway.
Also, it appears that some of the documentation still refers to the old
deprecated github.com/v8/v8.git URL, which has been deprecated. I've now
updated my upstream to the correct
https://chromium.googlesource.com/v8/v8.git URL.
