As Yang already mentioned we stopped supporting scons almost 12000
revisions ago and use GYP now. Furthermore, we stopped using SVN and
switched to Git, see https://code.google.com/p/v8-wiki/wiki/UsingGit.
The SConstruct file in tools/oom_dump has just been forgotten, we can
probably just remove it.
