I think there is a terminology misunderstanding here. Special IC does not
make sense: special IC stub for the CallIC might have sense though, similar
to how we used to have ArrayPush call stub (which was killed with fire
recently though).
Alternatively Apply builtin could have a could of have a bunch of fast
cases inlined. Though currently it's written in assembly and inlining fast
cases into that would be quite painful.
