I've posted a proposal at https://lists.w3.org/Archives/Public/public-script-coord/2015JanMar/0099.html for some spec changes that I believe should make the spec web-compatible and actually implementable as-is in browsers. Please let me knw if there is a reason the resulting spec is not something you can implement, and why not.
