The story so far:
In https://code.google.com/p/v8/source/detail?r=21621, a bit of boolean
logic got accidentally flipped, such that %_TypedArrayInitialize() always
bails out.
After noticing this during manual code inspection, I "fixed" the logic in
https://codereview.chromium.org/922393003. This passed the commit queue,
but started failing on the internal perf bots, apparently both Octane and
Massive, and was reverted in
https://crrev.com/38d0749c8d1991bd4e1a22289662d63cd00ae05f.
