What steps will reproduce the problem?
1. create a page with a base href tag
2. add an inline (or external) script tag with a sourceMappingURL
3. view browser network traffic to see the resolved map url

What is the expected output?
Source map urls are relative to the page base href.
What do you see instead?
Source map urls ignore page base href.
